The City of Loveland has been asked to help with offsite road construction to allow for the construction of a proposed water park complex east of Loveland near Byrd Drive, the same street that will house an Amazon fulfillment center .
The city council met in executive session Tuesday evening to review the water park. Although no formal action was taken once the executive session ended, Water Valley developer Martin Lind was comfortable enough with the project to confirm that he is the developer behind the project. He negotiates with the city for incentives to make the project work.
“The Water Valley Company is thrilled to introduce the Rocky Mountain Grand Resort and Conference Center. We are beyond excited for this region to get this state-of-the-art project,” Lind said in an email to BizWest.
He said the resort would be “best in class facilities, best in class operators and best in class location”.
He said he and the community had “sacrificed a lot over the past seven years with the state-run RTA (Regional Tourism Authority) abandoned. That effort and learning curve has brought us to today. There is more work to do with Loveland on rights and incentives, but provided these come to favorable conclusions, it will be a great day for Loveland, and because of this location, all of NOCO,” Lind said.
Kelly Jones, the city’s director of economic development, said council was “excited about the concept” and gave her direction to begin due diligence on the project.
Lind said the offsite street improvements will also support the Amazon Fulfillment Center, construction of the Hines Project currently underway on Byrd, Axis 25 mixed-use industrial buildings and the expanded Northern Colorado Regional Airport terminal. when it is built.
Lind said he also requested the sharing of sales tax and lodging tax to help fund the project. He said these types of incentives were being considered for the previous RTA water park that had not been built.
Lind said PCL Construction Inc. will be the contractor for the project. PCL, whose US headquarters are in Denver, counts among its customers Disney, Universal Studios and Seaworld.

As BizWest previously reported, it’s a pool complex with a hotel that can accommodate up to 400 rooms and a conference center on 25 acres west of the Budweiser Events Center and east of the Northern Colorado Regional Airport, on the west side of Interstate 25.
Lind had an interest in creating a water park and initially participated in an effort to create a regional tourism project with state funding. This did not result in a development last fall.
Information provided today indicates that plans call for a resort that can act either as a destination for travelers or as a ‘hub and spoke’ location that travelers can use as a base for other tourism activities in the area.
The plan calls for 390 rooms and suites in the hotel, to be operated by American Resort Management, to be built in the resort and a 69,000 square foot conference center. The water park will be 85,000 square feet and will include 11 slides as well as cabanas, party rooms, a food court and a gift shop, the developer said. A 40,000 square foot outdoor courtyard recreation area with a reflecting pond is offered, along with a 10,000 square foot family entertainment center.
Several restaurants, including a rooftop restaurant, sports bar, arcade, spa, fitness center and other features are included, he said.
A promotional video for the project stated that the station would generate over 500 jobs.
